Will the GPS on my phone work without paying the service provider for GPS Service?

I am looking into purchasing a Smartphone i am wondering will Google maps work without paying for GPS service. I am Debating purchasing a metro pcs phone and they have a service called metronavigator. If i don’t pay for this service can i use Google maps and use the navigation function?

There is no charge for the GPS signals, you will only have to pay for accessing the internet and data charges will apply. Metro navigator is perhaps a system that have voice directions and you could concentrate of driving without having to look at the maps. With Google maps you would have to look at the maps as there is no voice help and if you go off the route, there is no automatic recalculations.
